Schedule 15, paragraph 13(2)

The appropriate agency may make arrangements with either of the Ministers for the exercise by him on behalf of the appropriate agency, in such cases as may be determined in pursuance of the arrangements, of the powers conferred on the appropriate agency by paragraph 9 above.
