The Secretary of State shall pay to ACAS such sums as are approved by the Treasury and as he considers appropriate for the purpose of enabling ACAS to perform its functions. ACAS may pay to— such fees and travelling and other allowances as may be determined by the Secretary of State with the approval of the Treasury. persons appointed under section 210(2) (conciliation) who are not officers or servants of ACAS, and arbitrators or arbiters appointed by ACAS under any enactment,
