Schedule 11, paragraph 4(1)

It shall be the duty of every local authority— to secure that there is available at all reasonable times for inspection by the public free of charge a copy of each of the documents specified in sub-paragraph (2) below; and to afford to members of the public facilities for obtaining copies of those documents on payment of a reasonable charge.
