Section 27BJ(7)

For the purposes of this Chapter— “employer”, in relation to an individual and a shift, includes a person by whom the individual would be (or would have been) employed if the individual worked the shift; “worker”, in relation to a shift, includes an individual who would be (or would have been) a worker if the individual worked the shift.
