Schedule 4, Part 2, paragraph 24

Tribunal rules may make provision— for a person who is not a party to be joined in any proceedings; for hearing a person who is not a party where, in any proceedings, it is proposed to make an order or give a direction in relation to that person; for proceedings to be consolidated on such terms as the Tribunal thinks appropriate in such circumstances as may be specified.
