Section 114(4)

If the application relates to a decision of the appropriate authority on an application by the person on whom the penalty was imposed under section 112(3), the application to the Competition Appeal Tribunal shall be made within— the period of 28 days starting with the day on which the person concerned is notified of the decision; or such other period as the Secretary of State may by order specify.
