Section 80(2)

Civil proceedings may not be brought to enforce a requirement imposed under that section unless— the time for bringing an appeal against the decision to impose the requirement has expired and no appeal has been brought within that time, or the person on whom the requirement was imposed has within that time brought such an appeal and the appeal has been dismissed or withdrawn.
