Schedule 5, Part 3, paragraph 16A(1)

This paragraph applies where— an enforcer or an officer of an enforcer has given a notice to a person (“the respondent”) under paragraph 14, and the enforcer considers that the respondent has, without reasonable excuse, failed to comply with the notice.
