Section 100(4)

Regulations under this section may in particular make provision about— the person who is to establish and maintain the biodiversity gain site register (who may be the Secretary of State, Natural England or another person); circumstances in which land is or is not eligible to be registered; applications to register land in the register; the information to be recorded in relation to any land that is registered; amendments to the register; removal of land from the register; fees payable in respect of any application under the regulations.
