Section 100(5)

Provision under subsection (4)(c) may in particular include provision about— who is entitled to apply to register land in the biodiversity gain site register; the procedure to be followed in making an application; the information to be provided in respect of an application; how an application is to be determined; appeals against the rejection of an application; financial penalties for the supply of false or misleading information in connection with an application.
