Schedule 7, paragraph 2(1)

Subsection (2) applies where the Secretary of State has received a report under section 70B stating that the CMA believes that— a foreign state newspaper merger situation has been created, or arrangements are in progress or in contemplation which, if carried into effect, will result in the creation of a foreign state newspaper merger situation.
