Schedule 7, paragraph 2(2)

The report must include— a summary of representations relevant to the case that have been received by the CMA, and a decision as to whether the CMA believes that— a foreign state newspaper merger situation has been created, or arrangements are in progress or in contemplation which, if carried into effect, will result in the creation of a foreign state newspaper merger situation.
