The CMA may begin an investigation (a “PCI investigation”) in relation to a designated undertaking where it has reasonable grounds to consider that a factor or combination of factors relating to a relevant digital activity may be having an adverse effect on competition. A PCI investigation is an investigation to enable the CMA to determine— whether to make a PCI, and if it concludes that it should make a PCI, the form and content of that PCI. The CMA may begin a PCI investigation in relation to a designated undertaking even if it has previously made a decision not to make a PCI in respect of that undertaking.
