Section 10

Where persons interested in the ship or cargo are unable or unwilling to give an undertaking as referred to in paragraph (9)(b), they may— be made parties to the claim; and apply to the court for an order for— discharge of the cargo; and directions as to the fees and expenses of the Marshal with regard to the discharge and storage of the cargo.
