Section 61.8(9)

If— the Marshal will apply to the court for an order to permit the discharge of the cargo. the Marshal considers a request under paragraph (8) reasonable; and the applicant gives an undertaking in writing acceptable to the Marshal to pay— on demand, his fees; and all expenses to be incurred by him or on his behalf
