Article 4 is to be read as if— in paragraph 1, for the words from “Member States” to “such systems is” there were substituted “ The petrol vapour capture efficiency of Stage II petrol vapour recovery systems must be ”; in paragraph 2, the words from “With effect” to “Article 3,” were omitted.
