Schedule 5, Part 1, paragraph 8(2)

The regulator must— take the steps it considers appropriate to inform the public consultees of the proposed variation, invite the operator and the public consultees to make representations on the proposed variation, and specify to the operator and the public consultees the address to which and the period within which representations are to be made.
