Section 6

In these Regulations, except in Schedule 1A, “local authority” means— in England outside Greater London— a district council, where there is a county council but no district council, the county council, or the Council of the Isles of Scilly; in Greater London— the council of a London borough, the Common Council of the City of London, the Sub-Treasurer of the Inner Temple, or the Under-Treasurer of the Middle Temple; in Wales— a county council, or a county borough council. Where a port health authority has been constituted for a port health district by an order under section 2 of the Public Health (Control of Disease) Act 1984 that authority is the local authority for the area covered by that district in relation to a Part B installation, a small waste incineration plant or a solvent emission activity.
