Section 6(1)

In these Regulations, except in Schedule 1A, “local authority” means— in England outside Greater London— a district council, where there is a county council but no district council, the county council, or the Council of the Isles of Scilly; in Greater London— the council of a London borough, the Common Council of the City of London, the Sub-Treasurer of the Inner Temple, or the Under-Treasurer of the Middle Temple; in Wales— a county council, or a county borough council.
