Section 54(3)

Where paragraph (2) applies, the planning permission shall not authorise any minerals development from the end of— until the applicant has complied with all of the provisions referred to in paragraph (2) which are relevant to the application or appeal in question. the relevant 6 week or other period agreed in writing as referred to in paragraph (2)(a); and the period specified or agreed in writing as referred to in paragraph (2)(b), (c), and (d),
