Section 57C(1)

A port entry direction or a movement direction may be given by the Secretary of State to the master or pilot of— a ship owned, controlled, chartered or operated by a designated person, a ship owned, controlled, chartered or operated by persons connected with Russia, a ship registered in Russia, a ship flying the flag of Russia, or a specified ship.
