Section 46(6)

In article 27 (enabling parties to communicate)— the existing text becomes paragraph (1), and after that paragraph insert— A person does not carry on an activity of the kind specified by article 25DB merely by providing a means of communication, where the person is not holding out the means of communication as being provided for the making of qualifying public offers within the meaning of that article.
