Die Mitgliedstaaten dürfen die Errichtung einer Zweigniederlassung oder die Erbringung von Dienstleistungen gemäß Absatz 1 weder von einer Zulassung noch von einem Dotationskapital noch von einer sonstigen Voraussetzung gleicher Wirkung abhängig machen.
