(3) International maritime shipping remains the only means of transportation not included in the Union's commitment to reduce greenhouse gas emissions. According to the impact assessment accompanying the proposal for this Regulation, Union-related CO_(2) emissions from international shipping increased by 48 % between 1990 and 2007.
